French Supreme Court tells bear releases must go on

By the end of April, two female bears had been released in Pyrénées, France. What has been happening since? First, there has been no other capture in Slovenia, and consequently no release in France. Three more bears (2 females and 1 male) should still be released soon, but the Ministry of Ecology has hanged the process during 24 h (ongoing now), while waiting for a decision of the administrative supreme court (Conseil d'Etat), about the legality of the bear reintroduction. A coalition of opponents has sued the government, stating that it is ursuped its power by releasing bears, that the program threatens sheep farming, and will not make the bear population viable. Decision was expected May 12, but apparently, the issue went on a fast track and the case was examined today. Decision is scheduled for May 9.
Overall the atmosphere is still very tense. Poaching attemps have been noticed by hikers who found honey pots filled with sharp and broken glasses in the forest, an investigation has been launched. Mayors favourable to bear return have received death treaths. Potential release sites are monitored by opponents to block any suscpect truck (recall, last release, the police used a lure empty one). The website of Augustin Bonrepaux, congressman and president of the "Conseil Général" (who tried to stop the release of the first bear by lying on the road near Arbas village) has been hacked by the "Front Populaire de la Libération de l'Ours à Arbas".
I don't understand why previous bear reintroductions in Austria and Italy could be carried out without such troubles and were successful in the long term, whereas here it seems more difficult.
